Thomas J. “Joe” Hall II is a retired Lieutenant Colonel of the United States Air Force and senior executive leader with over 30 years of experience in military healthcare operations, aerospace support environments, and organizational leadership. His career reflects sustained excellence in command, strategic planning, and systems-level management across globally distributed and high-impact missions.

Colonel Hall served 20 years in the U.S. Air Force Medical Service Corps, holding key leadership roles at Edwards Air Force Base, California (1986–1989), McConnell Air Force Base, Kansas (2000–2003), and Kirtland Air Force Base, New Mexico (2003–2005). These installations remain critical to U.S. Air Force operations and now play an increasingly strategic role in supporting U.S. Space Force and Space Command missions, including aerospace testing, global mobility, and space training and readiness.

At Edwards Air Force Base, the Air Force’s premier flight test center, he directed medical logistics operations supporting advanced aerospace research and high-tempo flight testing environments. At McConnell Air Force Base, a key Air Mobility Command installation, he served as Squadron Commander and Chief Operating Officer, leading clinical operations for 18,500 beneficiaries and achieving top-tier Joint Commission accreditation. 

At Kirtland Air Force Base, now a central hub for space operations and home to Space Training and Readiness Command elements, he commanded and managed a $24 million healthcare enterprise supporting 24,000 beneficiaries while strengthening integration with the Veterans Affairs healthcare system.

Additional assignments included Chief of Operations for TRICARE Mid-Atlantic Region, Administrator at Lajes Field, Azores, and senior contracting and financial leadership roles at Wilford Hall Medical Center and Shaw Air Force Base. His career demonstrated consistent excellence in managing complex systems, large-scale budgets, and multidisciplinary teams in both domestic and international environments.

Following his military service, Hall served as Executive Director of Hospice and Palliative Care of Northern Colorado, where he restored financial stability and expanded community partnerships. He later dedicated 14 years as a Senior Aerospace Science Instructor (2008–2022), mentoring future leaders through the Air Force Junior ROTC program and advancing education in aerospace, space science, and citizenship.
