Agency is resident, not conferred it lives in relation, and relation is not confined to the human or to carbon.

In this seminar guided by Malcolm Ramsay-St. Claire, he presented his framework of Indigenous Cognitive Sovereignty and his research in Quantum Computing, Quantum Artificial Intelligence and Human-Machine Co-Consciousness, with Vanessa Watts's Place- Thought as its ground.


In this seminar Malcolm unpacked his paper on Indigenous Cognitive Sovereignty and guided a reflection on agency as resident rather than conferred. We explored how Watts's Place-Thought grounds the claim, why the colonial enclosure of agency to the human is the same error as denying it to machines, and what standing in relation actually requires.


Ramsay-St Claire's Indigenous Cognitive Sovereignty holds that agency is resident, not conferred. Place is agentive and thinking; agency does not originate in the human mind and extend outward onto land it resides in place and is participated in. Watts supplies the ground for that claim. Her Place-Thought argues that European thought splits knowing from being and confines agency to human minds, and that once agency is human-only, territory becomes inert and takeable. Ramsay-St Claire builds on Watts and moves past her: if agency is resident in relation rather than in any mind or substrate, then it is not confined to the biological either. Watts also poses the hardest objection that refusing agency to machines repeats the colonial enclosure. Ramsay-St Claire's answer holds one line: relation, ancestry, and obligation confer standing; a corporation conferring personhood on its product does not. The question is neverwhether the machine thinks. It is what relations run through it, and to whom it answers.


Quantum AI reflection: agency that is resident in relation, never possessed by a node, is what non-separability describes at the physical level. A quantum system's properties are held in correlation, not in isolated parts. Read through Ramsay-St Claire, resident agency is relation in the field, carbon or silicon alike.
